We all know that Digital Public Services in the UK are under constant cyber-attack. The UK Government has in place a National Cyber Security Strategy aimed at protecting UK Public Services from cyber-attacks. The National Cyber Security Programme (NCSP) is responsible for delivery of that strategy and is working with cross-government partners (such as the National Cyber Security Centre) to improve cyber resilience across UK Public Services.
The seriousness of this challenge means that local government and the wider local resilience community need to build a shared understanding of the implications for local multi-agency partners in responding to a significant cyber incident.
To help with this the National Cyber Security Programme (NCSP) is sponsoring a new Cyber Pathfinders scheme to help the local public service and resilience community navigate their way through the complexities of cyber security and cyber resilience.
The scheme is running free of charge a Cyber Pathfinder Training Seminar on Resilience Preparedness, Planning and Embedding Awareness (see details below) for local public sector participants running from September 2019 onwards.
Aim: To assist participants to integrate existing resilience arrangements with cyber resilience issues and to raise cyber resilience awareness within their organisations.
Module 4.1: Resilience, Preparedness and Planning: integrate existing resilience arrangements with cyber resilience issues.

Consider how responding to a cyber incident can be made part of your business as usual routines;
Describe the additional considerations rising out of a cyber incident;
Look at how to develop procedures and tools to manage a cyber incident based on established guidance;
Create an outline cyber exercise programme and how to capture lessons learnt.

It is important Cyber Incident response plans, whist needing to provide structure, are also flexible enough to adapt to a range of different scenarios that you may ****. Risks and impacts can also escalate quickly. Whilst speed of decision making is important, accuracy and an understanding of the consequences of decisions in cyber incidents is also crucial. This is complex within individual organisations, but with the added complexity of working in the wider LRF community, resilience needs to be both internal and external to support the wider Civil Contingencies requirements.
Module 4.2:  Embedding Cyber Resilience: raise cyber resilience awareness and education within their organisations

Introduction to a range of awareness offerings and how they can be applied across organisations;
Support awareness programmes on cyber resilience;
Identify the competencies to support a cyber resilience capability;
Recognise the need for continuing professional development in order to maintain readiness for a cyber incident.

This module will focus on the key components that are required to support and maintain your cyber resilience capability. The National Cyber Security Centre (NCSC) highlights that people are the strongest link in dealing with evolving cyber threats and risks.  Whilst technology plays a key role in dealing with the challenges it’s the people within an organisation who will make your resilience strategy a success. Developing learning paths for all is important to ensure you are properly equipped with the skills and knowledge to deal with cyber security incidents alongside any physical or societal implications.
Senior leaders, Policy Makers and Practitioners from English Local Authorities, Local Resilience Forums, and Public Sector Partners
Focus:  Senior Executives from public sector organisations responsible for policy making and strategic oversight of cyber security, information or data management, business continuity planning, and incident management handling - especially in Local Authorities; Local Resilience Forums; Warning Advice & Reporting Points; or other Local Public Sector Bodies.
These events, which are free to attend for public service delegates are aimed at Senior Executives from Public Service providers - especially (but not limited to) Local Authorities and Local Resilience Forums or their public sector delivery partners - with responsibility for:

Cyber Resilience/ Security
Information Assurance
Data Management and the impact of GDPR/NIS
Democratic and Electoral Services
Business Continuity Planning
Emergency Planning

Places are limited to 60 participants for each Pathfinder event and so early booking is advisable.

This event is funded by Ministry for Housing, Communities and Local Government on behalf of the National Cyber Security Programme and is therefore FREE to attend.
